A threat to national security or personal retaliation? The 'blacklist' of football cases is being considered by the Supreme Court

In 2020, two people related to Latvian football were included in the so-called black list - they were denied entry to the country. Adlans Šišhanovs, the largest shareholder of FC Ventspils, was the first in the list of foreigners denied entry to the Republic of Latvia in August 2020, but a few months later Sergejs Lomakins, the unofficial owner and biggest supporter of the three-time Latvian champion Riga FC, followed in his footsteps.
Shishhanov's desire to fight to get off the list has not been publicly heard, but Lomakin, a citizen of the Russian Federation and Cyprus, decided to go to court, and the Supreme Court has begun to consider his application for the removal of Interior Minister Sandis Girgen. In the first court, Lomakina's lawyers have implicitly accused Girgen of possible subjective reasons for his decision, as he was not elected president of the Latvian Football Federation (LFF) last year, but security authorities insist that Lomakin's activities threaten Latvia's security. Now the court, having also examined the restricted documents, will have to decide whether Girgen's decision was appropriate, or whether Lomakin, whose wife and children are Latvian citizens, has the right to reside in Latvia as a citizen of the European Union.
