Warsaw: Agreement for design of Polonia's stadium get signed

The authorities of the capital city have signed a contract with the JSK Architekci architectural studio for the design of the stadium. The agreement concerns the creation of a design for a football arena with a capacity of 15,500 seats and a sports hall for 2,000 spectators.

The entire project is to cost PLN 400 million (€ 86.3 million) and will be implemented under public-private partnership.

These PLN 400 million is the estimated amount from 2019, which will probably need to be adjusted for the inflation rate. In addition, the prices of steel and other building materials are constantly rising in the world markets and that may also lead to an increase in expenditure on construction work.

The largest private multifunctional sports complex "LNK Sporta Parks" is under construction in Valdlauči, on the bank of the Daugava River, on a 65 000 m2 area.

The complex will include three modern full-size football pitches, two of them with the highest quality natural grass and one with the latest generation artificial turf; beach volleyball, basketball, 3x3 basketball, streetball, floorball, beach football and smaller football pitches will also be built. The complex will be able to accommodate more than 300 people at a time. "LNK Sporta Parks" will also feature a modern children's playground. The opening of the sports complex is planned for summer next year.

A conference hall, changing rooms, showers and other technical facilities for sports events will also be built in Valdlauči. The developer of the project is LNK Properties, construction works are performed by LNK Industries. The company LNK Properties has specialised in the construction of industrial parks and residential buildings, and "LNK Sporta Parks" will be its first sports facility.

"This is the most ambitious private sports infrastructure project to have been implemented in Latvia. With its construction, LNK Properties will not only provide many children, young people and adults with the opportunity to play sports to their full potential, but also acquire new construction technologies and experience. In the future, similar sports complexes could appear in other parts of Latvia. Our experience could also be interesting for representatives of the sports industry in neighbouring countries," says Pāvels Broitmans, Member of the Board of LNK Properties.

"LNK Sporta Parks" will be a unique centre of sports life in Latvia, and it will also have a social function. The investment in this sports centre is a direct contribution to the development of sport in Latvia, as it will not be a business project and no profit is expected from this complex. The new sports facility will also offer support and discount programmes, whereby the use of the infrastructure will be free of charge for certain children's and youth groups. The children's playground will be free of charge. The total investment in the development of the complex is 5 million euro.

"We at LNK companies have been developing long-term support programmes for the Latvian student basketball team, beach volleyball teams, boxing, football and other sports. This year, we took part in the Latvian Olympic Committee's "Olympic Draft" project, supporting young and talented athletes. “LNK Sporta Parks” is therefore a logical continuation of our sports support programmes. In order to enable as many people as possible to participate in sport activities, a modern sports infrastructure, such as the one now being built in Valdlauči, must be available," says Broitmans.

Baltic Sport Group, the co-operation partner of Riga Football Club Riga FC SIA, are collaborating with KSS, the leading European architecture and design practice of sports venues and facilities, in the designing and developing of the Baltic Sport Village – the sports infrastructure project in Piņķi.

KSS has recently completed the new Leicester training infrastructure project with a 180-acre master plan and seven buildings, 14 full-size training grounds, a show area with a covered stand and a full-size covered area. The company has also completed several international projects, including in Le Havre, France, a stadium in Haifa, Israel, as well as projects in Slovenia, Belgium, Portugal and Qatar. The project in Piņķi is its first facility in Eastern Europe, however.

According to KSS, Latvia could become the leading Baltic state in providing elite football training centres and stadiums. “These venues provide Latvia with the infrastructure for further development of both domestic and foreign talents. The development of projects such as Baltic Sport Village is the main starting point to help Latvia achieve this goal,” emphasizes KSS.

As already reported, SIA Baltic Sport Group is developing and creating in Piņķi the largest and most modern private football sports base in the Baltics, in the construction of which it is planned to invest 50 million euros. The base named Baltic Sport Village will be not only a training and game venue for both young and experienced Latvian athletes, but also a potential venue for holding competitions and training camps for foreign clubs.

RFS užbaigė klubo nuosavo stadiono/bazės pagrindinį etapą. Stadionas be stogo, 2300 vietų. Dabartiniai darbas jau kainavo 10 milijonų eurų, rašoma, kad dar planuoja investuoti papildomai 15 mln. plėstis toliau.

Today, on the bank of the Daugava River, at 5 Downes Street, Riga, the largest private sports complex in Latvia, LNK Sports Park, was officially opened in a solemn ceremony. The area of the first stage of the park, which was opened today, is 65, 000 m2.

It includes two natural grass football fields with a total area of 16,448 m2 and one warm-up area with a natural lawn of 1350 m2. 4 modern football fields with artificial cover with an area of 13,851 m2, two beach tennis and volleyball courts with an area of 678 m2, as well as changing rooms, a parking lot and a landscaped area.

"In a healthy body, a healthy spirit – this old saying is always relevant, and the city is interested in having an ever better and more accessible sports infrastructure here. Private investment in this economic situation is especially important, while the promotion of an active lifestyle and the development of a sports network is one of the priorities of the Riga Development Strategy," says Mārtiņš Staķis, Chairman of the Riga City Council. "With the opening of the new sports park, we hope for even better success of Riga teams, as well as enthusiastic fans in tournaments and competitions!", Staķis said.

Already now, after the opening of the first round, LNK Sports Park will be able to host football competitions of various levels – starting with the Latvian Highest league and ending with national team games. In turn, after the construction of the second round, it will also be suitable for holding international competitions. Investments in the first round of the park are 10 million euros, another 15 are planned to be invested in the second and third rounds of the complex.

Within the framework of the first round of the LNK Sports Park, 6-7 small football, basketball, beach tennis, volleyball courts, as well as a children's playground and cafes will be created. In turn, in the second and third stages, a large grandstand would be built, a multifunctional sports complex with 3 basketball, futsal, volleyball and handball courts, as well as athletes' dormitories and a sports hall with a recovery complex.

"I very much hope that the LNK Sports Park project will become not only a venue for professional competitions, it has already happened. I would really like our facility, first and foremost, to become home to many children's teams and academies, as well as many supporters and enthusiasts of an athletic lifestyle. All these people will make LNK Sports Park the place we want to see it – beautiful, cozy and comfortable," emphasized the founder of LNK Sports Park, Chairman of the Board of LNK Industries Artyom Milov.

He also pointed out that when developing the new sports complex, developers do not count on an early recoup of investments, to a large extent it will be a social project.

LNK Properties, which is the developer of LNK Sports Park, until now was specialized in the development of industrial parks and residential buildings, LNK Sports Park will be the first sports building that the company has developed.

"As the developer of this project, it was important for us both to build high-quality, modern infrastructure, which will be used by the inhabitants of Riga for many generations, and to master the process of construction of sports facilities themselves. This is the first sports facility in our portfolio, but certainly not the last. We hope that we will be able to use our experience in building new sports fields and structures both in Latvia and abroad," says Pavels Broitmans, member of the board of LNK Properties.

During the construction of the LNK Sports Park, 31 buildings were dismantled and a big challenge was to prepare the base for the construction of the fields, the accuracy of which had to be up to 4 mm. In order to build the road provided for in the project and to preserve the population of marble rose beetles (Liocola marmorata) included in the Red Book of Latvia, an 18 m high willow was moved, in which insects have found their home.

After the opening, LNK Sports Park will be the new home for daily training and home games for the football club RFS. Its general director, Māris Verpakovskis, led a tour of the participants of the event on the opening day, showing off the new sports complex.

Last year, the state allocated money for the construction of halls between Jõhvi, Rakvere, Kuressaare and Pärnu. In the 2022 state budget, money has been allocated for the construction of football halls in Narva, Paide, Jõgeva and Viimsi.

The construction of football halls is a longer-term project in cooperation between the Ministry of Culture and the EJL, the aim of which is to build at least one football hall in all 15 counties of Estonia.

The project was started in 2020, when the plan included the construction of four halls. Last November, Viljandi Männimäe Hall was the first to be completed, and in December, the Uuemõisa Football Hall was opened near Haapsalu. In April this year, the construction of Tartu Annemõisa Hall was completed, and in May, the Rapla Football Hall was also opened.

Shady Skonto stadium buyer, a Russian businessman, believes he was cheated

Skonto stadium’s shady buyer from the tax paradise in Belize – the one who purchased the property for EUR 35 million in 2015 – has been found out. It is Russian businessman Aleksandr Rogachev, whose grandfather was the governor of Oryol Oblast. His father is a general of the Russian Federal Security Service.

The stadium’s buyer believes he was cheated in the deal. Now the prosecutor’s office needs to decide if charges should be applied, as reported by LTV programme De Facto.

The programme reminds that Russian citizen Aleksandr Rogachev, the chairman of the board of directors of the largest construction company in Oryol Oblast, turned to Latvian real estate company ORDO in 2014. Rogachev comes from an influential family – his grandfather Yegor Stroyev was a member of the political bureau in the Soviet Union and during Boris Yeltsin’s term he was Russian Federation’s Council chairman. For more than a decade Stroyev was the governor of Oryol Oblast. Rogachev’s father Aleksandr, on the other hand, reached the rank of general of the Federal Security Service. Ten years ago he was shot, the programme reports.

De Facto also reports that Rogachev Jr. asked Latvian real estate agents to find him a property to invest into. «After looking into several options in Riga, Rogachev noticed Skonto stadium and decided to purchase it.»

ORDO group had received an offer prior to that – finding a buyer for the stadium for EUR 35 million. The offer came from real estate developer Ģirts Čudars, who is now unable to remember, on whose behalf he looked for buyers for the stadium, De Facto adds.

Officially the stadium belonged to state company Reverta, which was responsible for managing Parex Banka’s problematic assets, LTV programme explains. Reverta had taken over the stadium’s management from Skonto football club owner and Latvian Football Federation president Guntis Indriksons, who ended up in financial difficulties. However, SSA firm continued operations at the stadium. The firm’s owners included Indriksons’ business partner and ex-Skonto football player. It was not possible to sell the stadium without permission from SSA, because it had pre-purchase rights, De Facto explains.

The programme adds Russian businessman Rogachev had agreed with the amount and had not requested an assessment. «Rogachev did not bargain. He accepted the price is 35 million. He did not request the price reduced by a million. Not a word,» recalls ORDO co-owner Jeļena Rudzīte, adding that when compared to other owners that were proposed to Rogachev, the price per 1 m2 in Skonto quarter was not higher.

The deal was made very complex. It lasted approximately a year and money passed through accounts of seven companies – from tax paradise Belize to Estonia. The long chain was largely dictated by Rogachev’s reluctance to be revealed in the deal, the programme explains. The programme’s journalists report the Belize-based offshore Silvertone Enterprises Limited, in which Rogachev was stated as beneficial owner, had transferred EUR 35 million in four loans without collateral to real estate agent Rudzītis family’s associated Latvian company Mani Group.

EUR 14 million of this amount was loaned by Mani Group to SSA, which was then managed by Indriksons’ business partner Vladimirs Koļesņičenko. SSA used the loan to buy Skonto hall from Reverta. The stadium and side property was later written off to Mani Group and Rogachev-related Belize offshore was made the owner, De Facto explains the chain of purchases.

«Five million euros of the remaining EUR 20 million was kept by the real estate agent as commission fee. The rest remained in the hands of SSA.»

This is why after the deal was done buyers turned to the police, because they believed they were cheated with the true price of the property. Recently State Police concluded the investigation. Charges for fraud are proposed to be raised against Ivars Rudzītis, Nataļja Rudzīte, Jeļena Rudzīte and Estonian citizen Alans Selters, who was the owner of SSA firm at the final stage of the deal, De Facto reports. State Police Economic Crimes Enforcement Unit’s vice-chief Ilze Sokolovska explains that proof was acquired during the investigation that the price may have been artificially inflated. Now the office of the prosecutor needs to decide what to do.

The real estate agent involved in the deal believes the price was adequate, because it was set low and separate from other structures.

«Rogachev spoke about demolishing the stadium but it’s a socially important place. He was worried that no one would allow it to be demolished. This is why the seller had to guarantee the demolishing of the stadium would be coordinated. This detail was included in the purchase-sale contract,» says Jeļena Rudzīte, one of the suspects. She does not admit her guilt.

But the seller did not demolish the stadium. The ex-owner of SSA, Estonian citizen Selter, refused to answer this and other questions asked by De Facto.

Documents that have ended in the hands of De Facto, show that approximately EUR 15 million from the deal account was not transferred to SSA but instead to two other firms whose ties with the stadium are unclear. The smallest amount went to Latvian company Sun Garden, whereas the largest amount went to Estonian company Fumox. Both firms now have Estonian citizen Kristīna Lohmusa as beneficial owner.

Lawyer Dace Grinberga was involved in coordination of the deal. She also represents Indriksons, De Facto reports.

«What kind of bad thing happened at Skonto stadium? I don’t know. There was a normal deal,» said Indriksons during an interview, adding that he is not informed about details of the deal.

«I have not met with Indriksons a single time. During the deal we spoke about Indriksons being the buyer. We did not have other surnames,» says real estate agent Rudzīte.

Journalists say that two and a half years ago Indriksons had completely denied being anywhere near the deal. «Now he says he was part of it, but only at the beginning. Buyers unknown to him who offered to resolve all commitments before banks then appeared. However, he says he is not aware of all details of the deal.»

However, when asked if lawyer Grīnbergs represented him, Indriksons said: «She represented the stadium because I had commitments before the bank. Dace resolved it very successfully, and to this day I still have millions worth of debt before the bank. Unfortunately this is how it is even though we paid 14 million instead of eight.»

«Where is the rest of the money – approximately EUR 15 million? The police are hard at work investigating just that. Police are also investigating if there was any dirty money involved and laundered,» De Facto reports.

Unofficial information about the investigation shows that Selters had taken some money from Estonian Fumox account and carried the money back to Latvia, the programme reports.

De Facto explains that whether there is a reason to send a case to court is something prosecutor Agris Skradalis needs to decide on. He, on the other hand, is not in a hurry to share information.

On July 4 at 10 a.m., the Court of Economic Affairs (ELT) plans to start hearing a criminal case against four persons on charges of fraud in the sale of the "Skonto" stadium, the agency LETA has clarified.

The parties have been charged under Section 177.1 of the Criminal Code for fraud in an automated data processing system. This offence is punishable by imprisonment for a term of two to ten years, with or without confiscation of property, and with or without probation supervision for up to three years. Also, persons have been accused according to Section 195, Paragraph three, as well as Section 179, Paragraph three of the Criminal Law, namely, for money laundering and embezzlement, if it has been committed in a large amount.

After successful construction works, the sliding roof of the "Daugava" stadium above the first level of west stand has been put into operation, which will allow to meet the requirements for the classification of stadiums of the Union of European Football Associations (UEFA), including in relation to sheltered media seats, according to the Latvian Football Federation (LFF).

The project was supervised by the LFF, attracting separate UEFA funding. Last year, an agreement was concluded between the LFF and the VSIA "Culture and Sports Centre "Daugava Stadium"" on the cooperation of both parties in the construction of the roof, but SIA "Juminiks Ltd" was approved as the LFF partner in the construction of the roof.

"These improvements at the "Daugava" stadium are a testament to the successful cooperation between the LFF and the stadium management, as well as the excellent work done by the builders. Thank you to our partners for their trust and high level of engagement to make this long-cherished need a reality. We are glad that this football and sports headquarters has become even more comfortable and friendly for fans," says LFF President Vadim Lyashenko.

TLDR; Latvijos FF siekia, kad valstybė/savivaldybė pradėtų 4-tos kategorijos futbolui skirto stadiono statybas. Pabrėžiama, kad Skonto stadionas neatitinka reikalavimų ir vis dar reikalautų renovacijos, o Daugavos stadionas irgi šiandien neturi 4-tos kategorijos, nors ir yra labai netoli reikalavimų išpildymo, bet neatitinka federacijos pageidavimų dėl lengvosios atletikos bėgimo takų buvimo nutolusių tribūnų ir dėl daugelio tribūnų neturėjimo stogu.

As reported, the President of the Union of European Football Associations (UEFA), Aleksander Čeferins, will visit Latvia on September 21 and 22, meeting with government representatives and Mayor of Riga Mārtiņš Staķis to discuss cooperation between the Latvian Football Federation (LFF) and local authorities in the construction of a football stadium in Riga.

The lack of a football stadium has been a sore point for years. Latvia is the only country in Europe that does not have its own football stadium that meets the highest UEFA requirements. For some time, the home of the Latvian national team was the "Skonto" stadium, built in 2000, but in the last ten years it has not been modernized in accordance with international requirements, and for more than five years it has not been possible to play UEFA competitions without asking for exceptions.

Since 2018, the Latvian national football team also has access to the renovated "Daugava" stadium, which is close to the UEFA 4th category in terms of requirements. However, it is the only national team stadium in Europe where the vast majority of spectator seats are not sheltered, and one of the few where spectator stands are so far from the playing field.

The project dedicated to the centenary of Latvia "Creation of a Culture and Sports Quarter in the vicinity of Grīziņkalns" was implemented by the "Daugava" stadium in cooperation with the Riga City Council's Transport Department. The project was implemented from the available European Regional Development Fund (ERDF) funds, which were supplemented by co-financing from the state and local government budget. The LFF has also made significant investments in the improvement of the stadium, such as the care of the square and the construction of a roof over part of the first level of the central grandstand.

LFF is undoubtedly pleased with the availability of the "Daugava" stadium and its openness to the Latvian national football team and clubs, but at the same time, the clear desire of the LFF and the entire domestic football community is to provide fans with an experience appropriate for the 21st century - the opportunity to watch the game under the roof without worrying about the weather, and to see domestic and sometimes even world-wide stars at a respectable distance, and not as tiny as the luminaries of the sky in the night sky of August.

The LFF management has achieved the support of UEFA and FIFA in negotiations with its international partners and is ready to co-engage in financing the construction of a new football stadium. However, the implementation of the plans also requires the support of the state and local government. Contrary to the opinion sometimes found in society that a football stadium in Latvia is needed only for football players alone, in reality the emergence of such a modern building in Riga would be a valuable benefit for a much wider range of society.

It is worth recalling that the "Skonto" stadium has hosted not only football matches with world stars, but also gathered tens of thousands of music lovers at concerts. At the "Skonto" stadium, such musicians as Joe Coker and Elton John, "Depeche Mode", "Metallica", "Aerosmith" and the association of domestic musicians "Brainstorm" have given their performances. In 2003, a dance concert performance of the General Latvian Song and Dance Festival was also held there, and for other years various events related to the Song and Dance Festival were held there. Also, football halls in Riga have hosted ice hockey world championships twice, as well as other mass events and their rehearsals. The National Stadium would be one of the country's calling cards, which is able to gather together our compatriots, uniting them in a single song, as well as increase the growth potential of tourism, entertainment and sports.

In the autumn of 2018, UEFA President A. Čeferins already visited Latvia, discussing with government representatives the results of a study conducted by UEFA GROW. The aim of the study was to analyse data that would allow to accurately assess the impact of football on the Latvian economy and social environment. Latvia was only the third country in Europe to complete such a study. The data obtained in the study showed that investing in football brings significant funds to the country's economy – for example, creating new jobs, and at the same time allows the state to save millions in health care, crime fighting and other essential segments.

"I'm really touched by how many people have publicly expressed that they would love to see a modern stadium in Victory Park. Moreover, it is surprising that such an opinion has also been expressed by those who are not related to sports. To be honest, I personally really liked the idea that in that particular location nothing could be more beautiful than a place where there is a reason to regularly chanting a common "Latvia! Latvia!", and I, too, really cannot imagine an even better solution in the territory of Victory Park. At the same time, my priority as president of the LFF is a modern stadium in Riga. Clearly, ideally, I would like to have the best possible traffic infrastructure near the stadium, which would allow people to easily access the territory and just as conveniently get out of it after a mass event, but the choice of the exact place is not within my jurisdiction. I am open to discussions and ready to cooperate with state and municipal authorities in order to find the best possible solution for all parties involved. The choice of the appropriate place is in a sense a public decision, it can be discussed, different opinions and arguments can be heard, but the very need for a modern stadium in Latvia, in my opinion, is not in doubt. Everyone will benefit from this." says LFF President Vadim Lyashenko.

Since 2017, LFF's investments in the improvement of football and sports infrastructure amount to six million euros – construction of more than 30 fields with synthetic pavement, improvement of the "Daugava" stadium in Riga, provision of field care equipment, construction of automatic watering systems and implementation of other projects of the LFF football infrastructure support program.

Also, the ambitious program of construction of closed football halls has been successfully launched, which provides for the installation of seven such football houses in different places of Latvia in cooperation with local authorities. The first has already been opened in Rezekne, the second will open its doors in Liepaja this month, and the third is planned for next year in the territory of the "Daugava" stadium in Riga.

The national football stadium in Riga could be built in Lucavsala or in Uzvaras Park, Riga Mayor Mārtiņš Staķis (PP) informed at a press conference on Thursday.

He revealed that 10 different sites were initially considered, but currently three remain. Two of the possible stadium locations are in Lucavsala, and one is in Uzvaras Park.

Stakis admitted that Lucavsala seems to be the most acceptable option for him, but this is only his opinion and the members of the Riga City Council will have to decide where to build such a stadium.

The mayor of Riga admitted that the municipality's contribution to the development of the stadium will be the allocation of the land. In turn, funding will be provided by the Latvian Football Federation (LFF). The mayor of Riga added that by signing the letter of intent with the LFF, the first step is being taken to have a stadium of this scale in Riga, but the final result will take years.

LFF president Vadim Lasenko told that funding for the construction of the stadium could be obtained from cooperation partners and sponsors. He did not disclose specific amounts, stating that a specific location, planning and other preparations have yet to be agreed upon.

Čeferin, who was unaware of the stadium's costs, was unable to name a specific amount that UEFA would invest on his part, only to say it could be about one-third. "UEFA could cover about 30-40% of the costs. These are fixed costs that remain unchanged. Everything we control so that the money for infrastructure goes where it's planned," Čeferin said.

Although Čeferin did not have the opportunity to meet with either Latvian Prime Minister Krišjānis Kariņš (JV) and Finance Minister Jānis Reirs (JV) on Thursday, he was satisfied with the last working visit. "My goal is to meet with the federation leadership, not the politicians. I meet with the federations, who in turn bring me together with the people who are participating in the negotiations," the UEFA president said.

On October 14, it will be a year since the start of construction of the new GKS Katowice stadium. The investment should be completed in the second half of 2024. We checked what the situation looks like.

The complex, which will be an arena for the performances of GKS Katowice footballers and volleyball players and constitute a training center, includes a stadium with stands for 14,896 people, an indoor hall with a capacity of 2,792 fans, two grass training pitches, parking lots and small infrastructure. The remaining plans have been postponed to the second stage, the dates of which have not been specified. Recently, the Katowice City Council adopted a change in the budget, according to which PLN 285.9 million gross will be spent on the investment, rather then PLN 248.8 million as planned before.
