Blatter and Platini, a former France national team captain who was president of European governing body UEFA, faced sentences of up to five years for financial wrongdoing but actual jail time was considered to be unlikely ahead of their 11-day trial. Verdicts are expected on July 8.

"The suspension will be lifted once an order to set up a committee of administrators to assume the powers of the AIFF Executive Committee has been repealed and the AIFF administration regains full control of the AIFF's daily affairs," Fifa added.
"FIFA is in constant constructive contact with the Ministry of Youth Affairs and Sports in India and is hopeful that a positive outcome to the case may still be achieved."

NEW DELHI: The Committee of Administrators (CoA) has expressed its surprise and disappointment at the recent turn of events, by dint of which, the All India Football Federation has been suspended by FIFA, the governing body of world football, from August 14, 2022 until further notice, as per a letter from Fatma Samoura, Secretary General, FIFA, on August 15, 2022.

The CoA is surprised that the FIFA decision has come when extensive discussions were going on for the past few days between all stakeholders, including FIFA-AFC, AIFF, CoA, and the Sports Ministry as per the Order of the Supreme Court. While the CoA was committed to implement the Hon’ble Supreme Court’s Order regarding the elections of the AIFF, passed on August 3, 2022, it was also in constant dialogue with all stakeholders.

In the discussions held among the FIFA-AFC, AIFF, CoA, and the Sports Ministry in the past few days, it was suggested that the present elections of the AIFF Executive Committee may be conducted with the Electoral College consisting of 36 state representatives.

It was also suggested by FIFA through the Sports Ministry that the EC may consist of 23 members, including six eminent players. The 17 members (inclusive of the President, a Secretary General, a Treasurer, one Vice President, and one Joint Secretary) will be elected by the above electoral college. Out of the six eminent players, four will be men, and two women. The eminent players may be nominated (co-opted) in the EC and shall have the voting rights, thus making it above 25 percent of the EC.

The abovementioned points, the CoA strongly feels, are very much in sync with the letter issued by FIFA-AFC to the AIFF Acting General Secretary on July 25, 2022. The letter said: “As per the draft Statutes shared with us, there will be an additional 36 Eminent Players in the AIFF Congress from the existing 36 Member Association. Although we agree that the players’ voice needs to be heard, we are also of the view that the importance of the existing members of AIFF should not be undermined. However, we understand the requirements of the Sports Code of India and recommended AIFF to bring in a presence of above 25 percent of the Eminent Players in the AIFF Executive Committee as Co-opted Members.”

The CoA also made all arrangements as per the Order of the Hon’ble Supreme Court, to conduct the AIFF elections under an independent committee, consisting of eminent and highly reputed election officers. This too, is in line with the FIFA letter dated August 15, 2022, which says: “Concurrently, an independent electoral committee to be elected by the AIFF general assembly to run the elections of a new executive committee.”

In light of the above, the CoA is surprised by the world body’s decision to slap the suspension on Indian Football in the midst of discussions going on among all stakeholders to find the best possible solution in the current situation. The fact that while the letter dated August 15, 2022, from FIFA stated that Indian Football, was being suspended from August 14, 2022, the discussions between the world body and all stakeholders in India were in full swing till late in the day on August 15, 2022.

CoA chairman Justice (retd.) Anil Dave said, “It is unfortunate to see such a directive by FIFA during a time when all efforts were being made to put Indian Football back on the right track. That being said, we are constantly in talks with all the stakeholders, including FIFA, to find the correct solution to this situation, and get the ball rolling once again.

“It is really deplorable that for almost last two years, the body, whose term had already been completed, had continued in an absolutely undemocratic and illegal manner, no action was taken. But when the Hon’ble Supreme Court passed an order to set things right so as to see that a democratically elected body takes charge, and when the CoA and the Sports Ministry were doing their best for the implementation of the Order of the Hon’ble Supreme Court, the order of the suspension was passed by FIFA.”

CoA member Dr. SY Qureshi stated, “The recent suspension of the FIFA comes as a surprise to us all, especially since we had already found mutually accepted terms. Besides, democratic elections to elect a General Body were already on the way. However, we are hopeful that all problems will be solved to restore normalcy at the earliest.” Former India captain and the third member of the CoA, Bhaskar Ganguly said, “When a sincere effort was being made by the CoA to give due importance to the players, who are really interested in the sport, as per the spirit of the National Sports Code of India, the order of suspension has been slapped. All efforts were made by the CoA to see that the Constitution of AIFF is being framed as per the Order passed by the Hon’ble Supreme Court and the National Sports Code. It is really sad.”

The Bureau of the FIFA Council decided on 29 June 2022 to lift the suspension that was imposed on the Pakistan Football Federation (PFF) in April 2021 due to undue third-party interference.

The decision was taken after FIFA received confirmation that the normalisation committee of the PFF had regained full control of the PFF’s premises and was in a position to manage its finances.

The PFF was also informed that any undue interference in its affairs or action that could hinder the fulfilment of the mandate of the normalisation committee might lead to the PFF being suspended again and/or the imposition of other sanctions provided for in the FIFA Statutes.

The authorisation from the ACPR enables the FCH to collect and process payments on behalf of clubs, in accordance with the European Union Payment Services Directive (PSD2). This means that the FCH now has the green light to get up and running.

The FCH has two main objectives. The first is to centralize, process and automate payments between clubs, initially relating to training rewards (training compensation and solidarity contributions), while the second is to promote financial transparency and integrity within the international transfer system.

It is estimated that close to USD 400 million should be distributed each year to training clubs, which currently only receive approximately USD 70-80 million.

Uefa to cut Euro 2028 qualifying groups amid declining TV interest

Uefa plans to trim down the size of qualification groups for the men’s 2028 European Championship due to a lack of interest from television broadcasters, according to The Times.

European soccer’s governing body also ditches plans to expand Euros to 32 teams from 24.

The recent Euro 2024 qualification draw produced seven groups of five countries, with a further three groups containing six teams. Under the current system, each country is set to play ten qualifiers for a place at Europe’s flagship men’s international soccer competition.

However, The Times report says that Uefa’s member associations have been presented with a new proposal to cut groups down to a maximum of four or five nations. The idea was put forward at a recent meeting held in Frankfurt. The new format could mean teams play just six games to qualify for the competition but would also continue to give smaller countries opportunities to play marquee matches against bigger nations.

A source in the meeting told The Times that the proposal is in reaction to feedback received from broadcasters.

If the new format is pushed through, The Times added that Uefa’s Nations League competition would also need altering in order to accommodate additional games between countries of a similar ranking.

Įsigaliojo FIFA žaidėjų statuso ir transferų taisyklių naujoji redakcija kurioje įtvirtinama žaidėjo „peržiūros“ sąvoka (trial) – santykis tarp žaidėjo ir klubo, kai klubas pasikviečia futbolininką į peržiūrą, nesukuriant tarp žaidėjo ir klubo sporto veiklos (FIFA šiuos santykius apibrėžia kaip „darbo“) santykių. Iki šiol peržiūros nebuvo reguliuojamos, dėl ko kildavo neapibrėžtų situacijų ir ginčų. Pagrindiniai punktai kuriuos privalu visiems žinoti:

- Nustatoma klubo pareiga užtikrinti žaidėjo gydymo išlaidas, jeigu žaidėjas patiria traumą (ar reikia kito gydymo dėl priežasčių, susijusių su peržiūra) peržiūros metu.
- Nustatomas maksimalus peržiūros laikotarpis, kuris negali būti ilgesnis kaip: (1) 8 savaitės per sezoną, kai bandomas žaidėjas, kuriam yra ne daugiau kaip 21 metai; (2) 3 savaitės, kai bandomas žaidėjas, kuriam yra daugiau nei 21 metai.
- Privalomas klubo ir žaidėjo susitarimas dėl peržiūros, kuriuo būtina susitarti dėl: (1) žaidėjo apgyvendinimo išlaidų apmokėjimo; (2) žaidėjo kelionės išlaidų apmokėjimo; (3) žaidėjo maitinimo išlaidų apmokėjimo; (4) žaidėjo einamųjų išlaidų apmokėjimo. Susitarimas sudaromas pagal FIFA nustatytą formą (FIFA Trial Form);
- Jeigu klubas pažeidžia FIFA taisyklėse numatytus reikalavimus, klubo atžvilgiu FIFA gali taikyti sportines sankcijas.

Verta pažymėti, kad šie punktai galioja tarptautiniuose perėjimuose – kai Lietuvos pilietybę turintis futbolininkas dalyvauja peržiūroje užsienio futbolo klube arba legionierius dalyvauja peržiūroje Lietuvos futbolo klube

UEFA Club Competitions – revenue distribution model for 2024-27 cycle. The European Leagues endorsed the following:

  • The projected increase of UCC revenues to €4.8b per season allows a major distribution increase for both participating and non-participating clubs.
  • Strengthening the link of solidarity payments to specific projects dedicated to youth and talent development allows clubs who solely play in domestic competitions to better compete on the pitch and in the transfer market. This will champion and protect competitive balance in both domestic and international competitions.
  • NPC Solidarity payments must be allocated exclusively to professional football clubs to help counterbalance the much greater distribution of revenues to UCC participating clubs while compensating domestic clubs for the enormous expansion of UCC matches and match dates as from the 2024-25 season.

The body that represents Europe’s domestic leagues has called on UEFA to make a “substantial increase” in the amount of money it dishes out to clubs that do not play in its highly lucrative club competitions.
One topic that was not discussed — publicly, anyway — at the general assembly was the fact that European Leagues itself has experienced some shrinkage, as Spain’s La Liga, one of its most prominent members, has recently left.

In his resignation letter, La Liga president Javier Tebas accused the organisation of failing to stand up for domestic football against the never-ending demands of the elite clubs, the growing influence of state-backed teams and increasing financial dominance of the Premier League.

Zambia’s High Court issued an injunction preventing FAZ’s annual general meeting (AGM) from taking place as scheduled on Saturday, which came after FAZ’s president and general secretary were arrested and charged with money laundering offences, including obtaining money by false pretences and conspiracy to defraud, last week.

FIFA had sent FAZ a letter — published on FAZ’s official social media account and dated Friday, April 26 — following the injunction ordered by the High Court, stating that a failure to hold the AGM “appears to clearly amount to undue influence by third parties”.

CFCB concludes the monitoring of overdue payables for the 2023/24 season

The UEFA Club Financial Control Body (CFCB) has finalised its assessment of the “no overdue payables” requirements as defined in the UEFA Club Licensing and Financial Sustainability Regulations.

During the 2023/24 season, thirteen clubs, namely Adana Demirspor (TUR), FK Auda (LVA), SC Braga (POR), PFC CSKA Sofia (BUL), FC Dinamo Tbilisi (GEO), Galatasaray A.Ş. (TUR), FC Ordabasy Shymkent (KAZ), FK Partizan (SRB), FC Porto (POR), Real Betis Balompié (ESP), Riga FC (LVA), CJSC FC Shakhtyor (BLR) and Vitória SC (POR) have been imposed disciplinary measures by the CFCB for having overdue payables.

Two clubs, Adana Demirspor (TUR) and CJSC FC Shakhtyor (BLR), appealed the CFCB First Chamber decisions before the CFCB Appeals Chamber.

The eleven clubs which did not appeal the decision of the CFCB First Chamber were imposed the following fines for having overdue payables and/or misreporting payables information:
- FC Porto (POR) - € 1,500,000,
- CSKA Sofia (BUL) - € 450,000 (*),
- Vitória SC (POR) - € 200,000,
- FC Dinamo Tbilisi (GEO) - € 80,000,
- SC Braga (POR) - € 40,000,
- FK Partizan (SRB) - € 40,000,
- Galatasaray A.Ş. (TUR) - € 30,000,
- Real Betis Balompié (ESP) - € 30,000,
- FC Ordabasy Shymkent (KAZ) - € 20,000,
- Riga FC (LVA) - € 10,000, and
- FK Auda (LVA) - € 10,000.

Furthermore, due to recidivism, payables overdue for more than 90 days during the season and/or breach of the club licensing criteria, FC Porto (POR), PFC CSKA Sofia (BUL) and Vitória SC (POR), were imposed a suspended exclusion (subject to the conditions below) from participating in the next one UEFA club competition for which they would otherwise qualify in the following three seasons (i.e. 2025/26, 2026/27 and 2027/28) as follows:

- For PFC CSKA Sofia (BUL), the exclusion is suspended for a probationary period of three seasons and will only be enforced if the club does not fulfil the solvency requirements in the 2024/25, 2025/26 and 2026/27 seasons.

- For FC Porto (POR), the exclusion is suspended for a probationary period of two seasons and will only be enforced if the club does not fulfil the solvency requirements in the 2024/25 and 2025/26 seasons; and

- For Vitória SC (POR), the exclusion is suspended for a probationary period of one season and will only be enforced if the club does not fulfil the solvency requirements in the 2024/25 season.

Finally, the CFCB Appeals Chamber decided as follows with regard to the two appeals lodged against the CFCB First Chamber decisions:

- For CJSC FC Shakhtyor (BLR), the CFCB Appeals Chamber confirmed the decision of the CFCB First Chamber which found that the club had failed to report overdue payables for club licensing. The club was imposed a fine of EUR 1,010,000 (*) as well as an exclusion from participating in the next one UEFA club competition for which the club would otherwise qualify in the next three seasons (i.e. 2024/25, 2025/26 and 2026/27).

- For Adana Demirspor (TUR), the CFCB Appeals Chamber confirmed the decision of the CFCB First Chamber which found that the club had overdue payables during the 2023/24 season. Due to misreporting, payables overdue for more than 90 days and substantial overdue payables that remained unpaid, the club was imposed an exclusion from participating in the next one UEFA club competition for which the club would otherwise qualify in the next three seasons (i.e. 2024/25, 2025/26 and 2026/27).
